Deno 1.5.4 发布，基于 V8 的 TypeScript 运行时

Deno 1.5.4 现已发布，Deno 是 V8 上的安全 TypeScript 运行时。

此版本更新内容如下：

• feat(unstable)：添加 deno test --no-run
• feat(unstable)：支持 --watch flag 的 bundle 和 fmt 子命令
• 修复：支持"deno run --v8-flags=--help" without script
• fix(tsc)：允许导入非标准扩展
• 重构： 改进Deno.version类型声明
