在安装python3.6.4 amd64的时候出现了“api-ms-win-crt-runtime-|1-1-0.dll”这样的错误，通过google查询得知是缺少msvc2015的运行库，
安装msvc2015运行库后，再次安装还是出现了“api-ms-win-crt-runtime-|1-1-0.dll”，这样的错误，于是我抱着侥幸心理安装了MSVC2015Update3RC运行库，后面一路畅通无阻，根据https://www.tensorflow.org/install/install_windows上面的教程，我也成功的安装了TensorFlow。
从pyhton官网的介绍来说，安装python是需要安装c运行环境的

总结：若是python最新版（python3.6.4 2018.4.27）安装提示“api-ms-win-crt-runtime-|1-1-0.dll”这样的错误，需要安装运行库，若是msvc2015不行，就安装补丁库MSVC2015Update3RC
