解决方案：直接找到可用的ip地址写进host里面
199.232.28.133 raw.githubusercontent.com
然后又遇到了修改hosts出现的问题
windows修改hosts文件没有权限和让hosts文件生效
以管理员身份打开黑窗口，输入
notepad即可打开一个以管理员身份打开的记事本，再该记事本打开hosts文件进行修改即可
修改成功后，还需在黑窗口中输入 如下命令，使hosts文件生效
