比如端口8080
1、打开cmd，输入netstat -ano，找到8080端口对应的PID，是一串数字（9988）
2、输入netstat -aon|findstr "8080"
3、输入tasklist|findstr "9988"，即能看到是哪个程序占用了此端口。（此处为uTorrent）
