出现类似的问题时，是因为下载这些插件或者包时，你手动停止了下载，或者网络原因没有下载成功。要验证是不是这样，只需要找到本地maven仓库中的对应包的文件夹，然后查看里面是否有含有lastupdate字样的文件，如果有，就说明确实是这样。
解决方案很简单，将这个包对应的文件夹删除掉，然后让maven重新下载即可。
