This value can be changed. in the registry.

HKEY_CURRENT_USER\Control Panel\Mouse

There is a sub-item under this, which should be called MouseHoverTime. The default is 400 milliseconds, you can change it yourself. But changing this may affect other operations that need to be triggered by Hover. Such as other reminder messages and so on.
