Solution:
Hard core solution (1): I am using the HDRP template of the unity2019.3.9 version. After uninstalling unity2019, I only see 2019.3.10 in the Hub. Install this version, reopen the project, and it runs normally. (Later versions should also be able to solve it, I have not tried it)
