"Big Data" "Data Legislation" Topic Call for Papers (Deadline: June 30, 2023)

On April 9, 2020, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Building a More Complete System and Mechanism for the Market-oriented Allocation of Factors", and data was listed as the fifth factor of production after land, labor, capital, and technology. This assertion shows that our understanding of data has reached an unprecedented height. The fundamental feature of the elements is to participate in the distribution, and the later the higher the proportion of the elements participating in the distribution. Compared with the familiar third factor capital, our understanding of data is still in its infancy. What exactly is data? Data is the expression of people's cognition of the objective world in the computer world, the bridge and medium for the interconnection of all things, and the driving force for human beings to move towards digital civilization. Over the past two decades, the development of the Internet has demonstrated the importance of data. Data is the third important power (Power) in the history of human civilization after steam power (also called steam power) and electricity (Electric Power). Data is an important factor of production in the digital economy and an important driving force for digital transformation. The digital economy and digital transformation are profound social and economic changes, and are crucial to the exploration of data legislation. On December 19, 2022, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Building a Data Basic System to Better Play the Role of Data Elements" initially established my country's data basic system from four aspects: data property rights, circulation transactions, income distribution, and security governance. 20 policy initiatives were put forward, kicking off the exploration of data legislation. Only by understanding data can we control data and seize digital opportunities.

This publication calls for papers on the theme of "data legislation", aiming to explore the understanding of data elements in the digital economy and digital transformation of social and economic activities, as well as legislative suggestions on issues such as privacy protection, data ownership, and data circulation . Institutional system construction provides a reference.

1. The manuscript should belong to the author's original scientific research results, the data is authentic and reliable, and has important academic value and promotion and application value; it should not have been published or read in domestic or foreign journals or conferences, and should not be published in other journals or conferences. During the review process, there is no problem of multiple submissions for one manuscript.

2. Manuscripts should include Chinese and English titles, author information, abstracts, keywords, fund project names, references, Chinese texts and author profiles (including photos). All manuscripts should be submitted in Word documents.

3. When submitting a manuscript, please indicate the author's contact information (e-mail, telephone, mailing address) and "Submission on ' Data Legislation '" and the direction to which it belongs.
