Search for cmd or powershell in the search bar in the lower left corner of Windows.
Enter or click to enter.
To run as an administrator, you can click "Run as Administrator" on the left, or right-click the "Command Prompt" or "Windows PowerShell" you want to run, and then click "Run as Administrator".
Method Two
Use Win+R to bring up the running window, then enter cmd or powershell and press Enter.

Right-click the start button in the lower left corner of the screen, and click Windows Powershell, Windows Powershell (Administrator) to run powershell.
The ones in parentheses are run as administrator.
