Children's dining chair is an independent seat for children under three years old (I392744878I). The seat surface is raised more than 15 inches from the ground to raise the child's sitting height and is often used when children are eating. High chairs can be made of plastic, wood or metal and usually have an upholstered seat. The high chair is available with and without a tray, adjustable in height and inclination.
On January 15, 2019, the United States published the standard ASTM F404-18A on safety specifications for high chairs. In this revision, certain high chairs and high chair accessories are temporarily removed from the stability requirements under clause 6.5 of the standard. However, this removal will be re-evaluated once testing methods are developed.
Removed high chairs and high chair accessories for use only by children who cannot sit upright without assistance and who weigh 20 lbs (9.1 kg) or less. However, there needs to be a specific warning to consumers when using these high chairs for children who can sit upright without assistance or who weigh more than 20 pounds (9.1 kg).
Standard ASTM F404 defines a high chair as a "stand-alone chair provided for children under 3 years of age with a seating surface area greater than 15 inches from the floor, generally for the purpose of elevating the child for feeding or eating." Sold with/or without a tray, should have adjustable height and should have a seat back tilt function designed for infants .
Section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA) requires the Consumer Product Safety Commission (CPSC) to issue standards for durable infant or toddler products, including high chairs. The previous standard, ASTM F 404-18, was published by the CPSC as a mandatory standard for highchairs in Regulation 16 CFR 1231, and it will take effect on June 19 of this year.
