SSMS version 18.2 to connect to SQL Server 2019 Preview

The database 'sms' cannot be opened because it is version 904. This server supports version 869 and earlier. A downgrade path is not supported.

If not match, you can try to connect the server and the Azure Data Studio, and see if the same problem persists.

 

If enough to meet your needs, I suggest using Azure Data Studio under Linux.
