      中国施工企业管理协会及其信息化工作委员会从2005年开始,连续14年组织建筑行业的信息化高峰论坛,推动了工程建设企业信息化水平的提升。特别是近五年,每年都组织行业内资深专家实地到优秀案例企业,进行现场专题调研,深入考察各案例企业的信息化建设应用情况。在此基础上,信息化工作委员会又组织了深度的专家评审,最后评选出每年的企业信息化典型案例,向全行业推荐,这对提升全行业的信息化应用水平起到了积极作用。

       为进一步推广典型经验,强化标杆引领作用,中施企协及其信息化工作委员会组织编审出版了《工程建设企业管理信息化实用案例精选》一书。这部“案例精选”,是从近五年来全国建筑行业众多管理信息化应用比较好的企业信息化实例中精选出来的,包括中建五局及其河南公司、中铁四局、中交四航局、中建八局一公司、苏中建设、金螳螂、浙江建工、中水电三局、鲲鹏建设、郑州一建等十大经典案例。

      这十家企业,信息化建设都有十年以上的历程,有的甚至二十多年来持续不断地推进企业信息化。这些企业在管理标准化,在标准化与信息化的深度融合上,在企业管理语言的规范统一上,在管理语言编码规则及其应用操作规范的制订上,都有许多宝贵的经验可资借鉴。他们在信息互联技术应用于企业运营管理实践,促进企业高质量发展方面,取得了十分显著的成效。  

      这些案例企业既有央企,也有地方国企,还有民企;既有上市公司,也有非上市公司;既有总承包企业,也有专业承包企业;既有独资公司,也有股份制企业;产业结构上既有比较专业的,也有相对多元的。但我们在案例选择时,衡量标准是相同的,这就是:企业管理信息化的“企业级”集成应用。

      企业管理信息化的企业级集成应用,我们称为企业信息化3.0,它有三个基本特征:一是必须以成本管理为主线的综合项目管理为基础;二是必须以商务业务财务一体化主要数据管理为核心;三是必须以满足企业多层级高效运营、有效管控为基本目标。如果一个企业的管理信息化已经满足或者能够基本满足三个基本特征,我们就可以说,这家企业管理信息化达到或基本达到了企业信息化3.0,也就是“企业级”集成应用水平。本书收录的这十家企业的信息化应用水平达到或者基本达到了企业级集成应用程度,在业内是领先的,是具有标杆意义的。可以说,这十大案例不但有足够的典型性和代表性,而且基本上代表了行业的最好水平。

      我们希望通过选编推荐经典案例的方式,给广大的建筑企业提供一种管理信息化的借鉴,把目前建筑行业内好的做法和先进经验,进一步推广到整个建筑行业,从而促进建筑行业信息化水平的提高。无疑,这十大经典案例在行业内是值得学习和借鉴的。但,就每个案例本身来讲,也都不是十全十美的,也还存在这样那样的不足和缺陷,他们之间的差别也是很大的。尽管如此,我们还是希望大家学习他们的长处,学习他们好的方面,把他们好的做法,好的经验,或者是失败的教训,借鉴到本企业管理信息化的实践中去,切切实实地提高本企业的信息化水平。同时,也希望能有更多的企业超越他们!如是,我们的辛苦也就没有白费。

      除十大优秀案例外,《工程建设企业管理信息化实用案例精选》还择优选集了近五年来业内有关企业管理信息化的20篇优秀研究思考文章,作为本书的一部分,以强化信息化理论与实践的结合。同时,也希望籍此引起大家的讨论和研究兴趣,吸引更多的有识之士投身到企业信息化建设实践中来,推进和深化建筑行业信息化应用。这里还要强调一点,这些文章是作者本人的劳动成果,大多是他们实践中的真切体会,不论正确与否,首先值得尊重。同时,这些观点也是可以商榷、争论,甚至是批评的。由于篇幅所限,还有很多有价值的文章没有被收录进来,不能不说是一种遗憾了。

      还是那句老话,工程建设企业的信息化,慢不得、快不得、停不得、丢不得、等不得。信息互联是一场伟大的技术革命,慢了就会落后,就会被时代所抛弃;

      信息化也快不得,因为信息化既是一场伟大的技术革命,也是一场伟大的管理革命,必然伴随着思想观念、工作方式和习惯、管理体制和机制等方面的深刻变化,这些都需要时间,需要有一个过程;

     信息化不能停,信息化是一个漫长的过程,信息化永远在路上,我们必须脚踏实地、一步一个脚印地持续不断前行; 

     信息化更不能丢,丢掉信息化,就会失去发展的机会,更没有后来居上的可能,只会永远处在“落后挨打”的境地;

     信息化也等不得,信息化是一种实践活动,必须从实践中来,到实践中去,那种等一个时点、用一项新技术、一劳永逸地解决所有问题的想法,是十分错误的,也是有害的。
