In some cases, we will find, edit on the SAP CRM WebClient UI when some of the order header text, found in read-only state.

I'm debugging a bit, the reason can not be edited because CRM webclient UI mandatory note header level can not be used html editor, only display plain text. Just QDD the html editor header note is active,

So put it disable the UI.

After the html editor disable off you can edit the header note.
