在内网搭建NugetServer服务时，初始化大量.nupkg文件时报“部件URI不能以两个正斜杠开头”。
处理方法：把packages下的文件夹都删除，然后重建，看卡在了那个包中，删之。
错误示例：

另一种解决的方式：
使用winrar打开nupkg文件，编辑content_types.xml 改 partname="/prefercliruntime"
