Less than a week after the "Plan" was issued, on March 3, Liu Qitao, director of the Qingdao Municipal Bureau of Statistics, led relevant leaders of the Municipal Bureau of Statistics and five directors of the Statistics Bureau of Shinan District, West Coast New District, Chengyang District, Jimo District, and Jiaozhou City.
