Application for CSC China-Canada Scholars Exchange Program is about to start

On March 31, the China Scholarship Council (CSC) released the selection notice for the 2023-2024 China-Canada Scholars Exchange Program. According to the spirit of the notice, the scale of selection: 100 people per month, the period of studying abroad and funding: 4-12 months, and the online registration and application acceptance period is from April 11 to June 30, 2023.  2023-2024 China-Canada Scholars Exchange Program Selection Notice

The China Scholarship Council (hereinafter referred to as the China Scholarship Council) will continue to select visiting scholars to study in Canadian universities through the China-Canada Scholars Exchange Program in 2023-2024. The specific notice is as follows:

1. Selection of majors

Canadian studies with a focus on social sciences and humanities such as business, economics, law, international relations, history, politics, sociology, geography, art, literature in English or French, linguistics, education, communication policy, media studies, planning , science policy, social management, environmental studies, architecture and other related fields.

2. Scale of selection, study abroad and funding period

Scale of selection: 100 people per month (that is, the sum of the study period of the admitted students each year shall not exceed 100 months)

Study abroad and funding period: 4-12 months

3. Funding content

(1) The China Scholarship Council provides one-time round-trip international travel expenses and visa application fees .

(2) The Canadian side provides scholarship living expenses ( 2,200 Canadian dollars/month ) and medical insurance expenses during the period of studying in Canada .

4. Candidates to be recommended should meet the following basic requirements:

(1) Uphold the leadership of the Communist Party of China and the socialist system with Chinese characteristics, love the motherland, have good moral character, obey laws and regulations, have a sense of responsibility to serve the country, society, and people, and have a correct world outlook, outlook on life, and values.

(2) Have a good professional foundation and development potential, abide by academic ethics, abide by academic norms, perform outstandingly in work and study, and have a sense of professionalism and mission to return to China to serve the country's construction.

(3) Has the nationality of the People's Republic of China and does not have the right of permanent residence abroad.

(4) Physical and mental health.

(5) Engaged in Canadian research (for details, please refer to the selected major), under the age of 50 (born after January 1, 1972).

(6) Those who have enjoyed the funding of the National Study Abroad Fund to study abroad and have served for more than two years after returning to China can apply.

(7) The foreign language proficiency should meet the foreign language requirements for studying abroad funded by the National Study Abroad Fund (https://www.csc.edu.cn/article/2268) and the language requirements of the institution to study abroad.

Those whose foreign language proficiency does not meet the dispatch requirements at the time of application can also apply if they are strongly recommended by their unit, but they must provide test certificates that can reflect their foreign language proficiency, such as WSK/TOEFL/IELTS test scores in previous years. If such personnel are admitted through the review, they must participate in the relevant language training designated by the Ministry of Education to study abroad personnel training department or apply for WSK/TOEFL/IELTS and other examinations by themselves, and can only be dispatched after meeting the foreign language requirements.

(8) Applicants from higher education institutions or other research institutions should meet the following conditions:

1. Should be full-time, formal teaching or research personnel, with a master's degree or above, and should have more than 2 years of work experience after graduation. There is no requirement for working years after doctoral graduation.

2. The academic level and the academic quality of the research plan will be the primary criteria for selection.

3. Priority will be given to applicants whose research topics are aimed at promoting mutual understanding between China and Canada.

4. Priority will be given to applicants whose research projects can have a wide impact in China after the applicants return to their home countries, and their research results can be spread more widely in China by publishing monographs and papers in famous academic journals.

(9) Applicants from the government, media and cultural organizations should meet the following conditions:

1. Should be a mid-level professional with a master's degree or above, undertake management, policy development or decision-making and other related responsibilities, and have more than 3 years of work experience in the unit.

2. Be creative, innovative and pioneering in work, and demonstrate excellent leadership skills.

3. Preference will be given to candidates specialized in the following areas:

Public Policy Analysis and Public Administration

Economics/Finance/Banking

environmental protection

law

educate

Public Health Policy and Administration

4. Preference will be given to those who are committed to promoting mutual understanding between China and Canada through their academic research.

(10) Has received a formal invitation letter from a foreign university or scientific research institution (you need to contact yourself, see Appendix 1 for specific requirements).

5. Schedule

1. The online registration and application acceptance period is from April 11 to June 30, 2023 . All units must organize the recommenders to log on to the national public-sponsored study abroad management information platform (http://apply.csc.edu.cn) to register within this period, and follow the "China-Canada Scholars Exchange Program Application Materials and Instructions" (see Attachment 1) Submit application materials.

After the recommender completes the online registration, please combine the electronic version of the application materials into one PDF file. The file naming format: the applicant’s name in pinyin (surname and first name are separated, capitalized); the email subject naming format: 2023 China-Canada Scholars Program+ Name pinyin (surname, first name separated, capitalized), send to [email protected] before June 30.

2. The relevant university personnel’s application shall be accepted by the competent department of the school; the application of other personnel shall be accepted by the relevant China Study Abroad Fund application acceptance unit (please refer to the link for the list of acceptance units: https://www.csc.edu.cn/article/2270 ). All units are requested to complete the receipt, review, and submission of online materials before July 10, 2023 , and send the scanned copy of the recommendation letter and list of recommended candidates to [email protected] .

6. Evaluation and Admission Arrangements

The China Scholarship Council and the Canadian Embassy in China will jointly organize expert review in July-August 2023; the Canadian Embassy in China will organize the qualified personnel to participate in the foreign language proficiency telephone test in July-August 2023; the China Scholarship Council will Admission results will be announced in August 2023 .

Attachment 1 : Application Materials and Instructions for China-Canada Scholars Exchange Program

1. Application materials should be submitted

Please prepare a paper application material according to the above sequence, and scan and upload the relevant materials to the information platform according to the instructions on the information platform for the management of state-sponsored overseas study It is required to scan and upload, the uploaded file must be in pdf format, there is no requirement for the file name, the size of a single attachment cannot exceed 3MB, and the "Unit Recommendation Form" does not need to be scanned and uploaded).

If the materials provided are written in languages ​​other than English, a Chinese translation is required. All application materials should be printed or copied on A4 copy paper. Please paste the applicant’s recent color photo (one-inch bareheaded, glossy paper front) on the first page of the application form. Applicants need to submit a set of written application materials to the accepting unit, which will review and retain them (the retention period is two years). Accepting units and individuals do not need to submit paper materials to the China Scholarship Council.

The applicant shall be responsible for the authenticity of the submitted application materials. Any application that provides false materials, once verified, will not be approved; those who have been admitted will be disqualified from studying abroad.

If the applicant fails to upload the materials as required or the uploaded materials are blurred and unrecognizable, the application will be deemed invalid and the material review will not be approved.

2. Description of application materials

1. "Application Form for Studying Abroad by China Scholarship Council" (Visiting Scholar)

Applicants need to log in to the online registration system of the national government-sponsored study abroad management information platform, and fill in the application form online according to the requirements; Click "Submit Application Form" to download the generated PDF "Application Form for Study Abroad" and print it out. After carefully reading the relevant personal commitments in the application form and having no objection, sign for confirmation. The relevant columns in the application form should be filled in according to the actual situation and project requirements, and can be left blank if there is no relevant situation.

If you make any mistakes (such as study period, country of study, etc.), you can submit it back for revision. After the online application form is officially submitted and accepted by the accepting unit, it cannot be withdrawn and modified.

2. Copy of valid ID card

Please copy the front and back of the ID card (personal information, certificate validity period and issuing authority) on the same A4 paper at the same time.

3. Copy of official invitation letter from foreign units

An invitation letter from a foreign university or scientific research institution must be submitted when applying. The official invitation letter/letter should generally be issued by the foreign professor/inviting unit and printed on the special letterhead of the inviting unit. The invitation letter/letter should specify the following:

(1) Basic information: name, domestic unit, etc.;

(2) Status of studying abroad: visiting scholar

(3) Duration of studying abroad: Specify the start and end dates of studying abroad, and the start time of studying abroad should not be earlier than September 1, 2023, and no later than February 29, 2024 ;

(4) Study abroad major, subject or research direction;

(5) Funding situation;

(6) Signature (including electronic signature) and contact information of the person in charge of the foreign party.

The foreign invitation letter should be an unconditional invitation letter, except for the following conditions, that is, the invitation letter will not become effective until the applicant is admitted to the China-Canada Scholars Exchange Program.

If the invitation letter does not meet the above requirements, the material review will not be approved.

4. Canadian Scholarship Application Form

Must be signed in person (or electronically).

5. Copy of foreign language proficiency certificate

The applicant should submit a copy of the corresponding valid foreign language proficiency certificate that has reached the qualified standard.

Applicants whose foreign language proficiency is not up to the standard at the time of application but who are highly recommended by their unit must also provide foreign language test score certificates that can reflect their foreign language proficiency, such as English CET-4, CET-6, WSK/TOEFL/IELTS and other foreign language test transcripts pieces.

6. Copy of professional title certificate, highest degree and degree certificate

The applicant should provide copies of the highest professional title, highest education and degree certificate held. Please combine the above documents into one electronic document and upload it when submitting an online report.

The copy of the highest degree and degree certificate can be replaced by the "Electronic Registration and Filing Form of Educational Certificate of the Ministry of Education" on Xuexin.com or the certificate issued by the archiving department.

7. Copy of award certificate

It should be the award with the highest award level and the latest date (in principle, it should be obtained within 5 years) related to the application for the funding of the China-Canada Scholars Exchange Program. Photocopies of award certificates shall not exceed 5 pages (inclusive). If not, do not submit.

8. Resume of foreign collaborators

It mainly includes the education and academic background of the foreign collaborators; current scientific research projects and the status of scientific research and paper publications in the past 5 years; employment status in famous foreign academic institutions, etc., in principle, no more than 1 page. Resumes of foreign collaborators should be provided and signed by themselves.

9. Other materials required by the project

(1) On-going research materials: relevant certification materials of applicants hosting or participating in national, provincial and ministerial scientific research projects and research projects of their units. The uploaded proof of ongoing research is the relevant project approval document (limited to 3 pages), or the relevant certification materials of the ongoing research project (subject) issued or confirmed by the scientific research department of the unit.

(2) The first page of the paper: a scanned copy of the first page of the paper. Unless required by the specific study abroad program being applied for, the papers published by the applicant, the scientific research project undertaking, and the scientific research project acceptance result confirmation letter, etc. should not be included in the application materials.

10. "Unit Recommendation Form"

The unit recommendation form is automatically generated by the online registration system when the applicant prints the application form (this form will not be displayed in the registration system for the applicant during the online registration stage).

The recommendation opinion shall be made by the overseas study department of the applicant's unit after carefully reading the responsibilities and obligations of the unit listed in the form and having no objection, and then fill in the corresponding content for each applicant, and it will take effect after being signed by the person in charge of the unit and affixed with the official seal of the unit. If the unit is below the department or bureau level, the department or bureau level supervisory unit must submit a review opinion in the column of "Superior Competent Department Review Opinion", and the person in charge will sign and affix the official seal of the unit.

For applicants who have enjoyed the funding of the National Study Abroad Fund to go abroad and return to China for 2 years but less than 5 years, the recommending unit should make a key recommendation. The unit must check "Priority Recommendation" in the column "Specific opinions of the unit on the recommendee's application for studying abroad" in the "Unit Recommendation Form", and fill in the key recommendation reasons in the unit recommendation column.

Note: For applicants from relevant colleges and universities, the electronic information of the "Unit Recommendation Form" shall be input into the online registration system by the competent department of the State Scholarship Application Acceptance Department of each school; for applicants from other units, the "Unit Recommendation Form" "The electronic information of the China Scholarship Council is responsible for inputting the electronic information into the online registration system by the China Scholarship Council application acceptance agency. If the unit recommendation is not submitted, or the unit recommendation is "unqualified for political stance", "material is not true", or "not recommended by the unit", the material review will not be passed.

3. Approval and submission methods of the accepting institution

Whether the application materials are complete, authentic, and in compliance with the requirements, please log in to the national public-sponsored study abroad management information platform (http://apply.csc.edu.cn), review the applicant's electronic materials according to the list of materials and requirements, and after confirmation, log in to the information platform Submit to the China Scholarship Council uniformly, and print the "List of Primary Selection List" online.

3. The accepting unit is requested to scan and send the recommendation letter, "List of Primary Selection List" and other materials to [email protected] before July 10.
