The national key research and development plan thoroughly implements the spirit of the 20th National Congress of the Communist Party of China, adheres to the general requirements of the "four orientations", continues to promote scientific and technological management reform measures such as "revealing the list and taking command" and young scientist projects, strives to improve the performance of scientific research investment, and accelerates the realization of high-level scientific and technological Self-reliance. According to the "Interim Measures for the Management of National Key R&D Programs" and relevant requirements for organization and management, "high-performance manufacturing technology and major equipment", "smart sensors", "industrial software", "additive manufacturing and laser manufacturing", "intelligent robots", "cyberspace" The 2023 annual project application guidelines for the 6 key special projects of "Safety Governance" have been announced. Please organize the project application work according to the requirements of the guidelines. The relevant matters are notified as follows.
1. Project organization application process
1. The applicant unit organizes the application in the form of a project according to the research content of the guideline, and the project can have topics under it. The project should be declared as a whole, and must cover all the assessment indicators of the corresponding guide direction. There is one person in charge for the project, one person in charge for each subject, and the person in charge of the project can be the person in charge of one of the subjects.
2. Integrate superior innovation teams, and actively recruit female scientific researchers to participate in project research and development, focus on guidance tasks, strengthen the coordination of basic research, common key technology research and development, and typical application demonstration tasks, concentrate efforts, and jointly tackle key problems. Encourage capable female scientific researchers to take the lead and undertake tasks as project (subject) leaders.
3. The application process of national key research and development plan projects is divided into two stages: pre-application and formal application. The specific work flow is as follows.
——Fill out the pre-declaration form. The project applicant unit fills in and submits a project pre-declaration of about 3,000 words through the public service platform of the National Science and Technology Management Information System (http://service.most.gov.cn, hereinafter referred to as "National Science and Technology Management System") according to the relevant declaration requirements of the guidelines A book, detailing the goals and indicators of the declared project, and briefly explaining the innovative ideas, technical routes and research foundations. It shall not be less than 50 days from the release date of the guideline to the deadline for accepting the advance application form.
The advance declaration shall include relevant agreements and commitments. The project lead applicant unit should sign a joint declaration agreement with all participating units, and specify the time for signing the agreement; the project lead applicant unit, subject applicant unit, project leader and subject leader must sign a letter of integrity commitment, and the project lead declarer unit and all participating units It is necessary to implement the requirements of "Several Opinions on Further Strengthening the Construction of Scientific Research Integrity" and "Opinions on Further Promoting the Spirit of Scientists and Strengthening the Construction of Style of Work and Study", strengthen the review of application materials, eliminate exaggeration and falsehood, and strictly prohibit fraud.
The pre-declaration form must be recommended by relevant units. Each recommending unit strengthens the review and check of the recommended project application materials, and submits the recommended projects through the National Science and Technology Management System on time.
Professional institutions accept the pre-application and organize the first round of review. In order to ensure a reasonable degree of competition, for a single guideline direction that is not directional, if the number of reporting teams is not more than the number of projects to be supported, the guideline direction will not start the follow-up project review and project approval process, and the guideline will be re-researched and released at an optional time. Professional institutions will review the format of the organization and carry out the first round of review work based on the status of the application. The first round of review does not require the project leader to make a reply. According to the evaluation results of the experts, 3 to 4 times the number of declared projects will be selected and entered into the defense review. For the declared projects that have not entered the defense review, the review results will be fed back to the project reporting unit and the person in charge in a timely manner.
- Fill out the official declaration form. For project applications that pass the first round of review and directly enter the defense review, fill in and submit the formal application form through the National Science and Technology Management System, and the formal application form will be accepted within 30 days.
Professional institutions accept formal applications and organize defense review. Professional institutions conduct a formal review of the project declarations entering the defense review and organize the defense review. The person in charge of the declared project will defend the report through online video. Select the best projects based on expert evaluation. For guideline directions that support 1~2 items, in principle, only 1 item is supported. If the evaluation of the top two declared items in the defense review results is similar, and the technical route is obviously different, the project can be supported at the same time, and a dynamic adjustment mechanism should be established, combined with process management Carry out key node assessment and assessment, and determine follow-up support methods based on the assessment results.
4. For directional projects (including directional entrustment and directional selection), do not fill in the pre-declaration form, and directly fill in the formal declaration form in the National Science and Technology Management System. After the professional institution accepts the project application, it organizes the review of the form, and organizes the defense review, and the person in charge of the declared project conducts the report defense. Select the best projects based on expert evaluation.
2. Recommended units for organization declaration
1. Departments in charge of science and technology of relevant departments of the State Council;
2. The science and technology authorities of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and Xinjiang Production and Construction Corps;
3. Industry associations established by the transformation of the original industrial sector;
4. Included in the pilot scope of the Ministry of Science and Technology and the evaluation result is a category A industrial technology innovation strategic alliance, and included in the pilot alliance of the innovation and development industry of the science and technology service industry carried out by the Ministry of Science and Technology and the Ministry of Finance.
Each recommending unit shall recommend within its own function and business scope, and be responsible for the authenticity of the recommended projects. The list of recommended units is publicly released on the National Science and Technology Management System.
3. Application qualification requirements
1. The project lead applicant and participating units should be scientific research institutes, colleges and enterprises registered in mainland China, with independent legal personality, and the registration time is before June 30, 2022, with strong scientific and technological research and development capabilities and conditions , Operation management norms. State agencies shall not take the lead or participate in the declaration.
The project lead applicant unit, participating units, and team members have good integrity, and there are no records of serious dishonesty in scientific research and credit "blacklist" records in related social fields during the punishment execution period.
The reporting unit can only apply for the same project through a single recommended unit, and multiple declarations and repeated declarations are not allowed.
2. The person in charge of the project (project) must have a senior professional title or a doctorate degree, be born after January 1, 1963, and spend no less than 6 months working on the project each year.
3. In principle, the person in charge of the project (topic) should be the proposer of the main research idea of the project (topic) and the scientific and technical personnel who actually preside over the research. Public servants (including other personnel exercising scientific and technological planning management functions) of central and local state organs at all levels are not allowed to apply for projects (projects).
4. Experts participating in the implementation plan of key special projects or the compilation of this year's project guide cannot apply for the key special projects (subjects) in principle.
5. Foreign scientists employed by mainland units and scientists from Hong Kong, Macao, and Taiwan can be the project (project) leaders. Full-time recruits must provide valid materials for full-time employment by the mainland employing unit. Part-time recruits must be recruited by both units at the same time Provide effective materials for employment and submit them together as project pre-declaration materials.
6. After the application project is accepted, the application unit and person in charge cannot be changed in principle.
7. Please refer to Attachment 1 for details on the requirements for checking the weight of project declarations. Before formally submitting the project declaration, each applicant unit can use the National Science and Technology Management System to inquire about the status of relevant scientific research personnel undertaking key special projects of the national key research and development plan, scientific and technological innovation 2030-major projects and other ongoing research projects, so as to avoid repeated declarations.
8. For specific declaration requirements, please refer to each declaration guide. If there are special regulations, those regulations shall be followed.
4. Project management reform measures
1. Regarding the project of "Unveiling the List and Leading the Leader". In order to effectively improve the performance of scientific research investment and strengthen the "practical nature" of major innovation achievements, the key research and development plan focuses on key research tasks that are urgently needed by the national strategy, have clear application orientation, and clear end users, and set up the "Unveiling the List and Leading the Command" project. Highlight the role of end users, and implement management methods such as signing "military orders" and "milestone" assessments. There is no registration time requirement for the unlisting unit, no age, education and professional title requirements for the person in charge of the unblasting team, and the advantageous teams that are confident and capable of organizing key core technologies are encouraged to actively apply. Clarify the amount of funding for list tasks, simplify budgeting, and explore the implementation of a "negative list" for fund management.
2. About the Young Scientists Program. In order to create more opportunities for young scientific researchers to organize and implement major national goal-oriented research and development tasks, the key research and development plan sets up a young scientist project. According to the field and special characteristics, adopt various methods such as setting up a special young scientist project or setting up a special young scientist topic under the project. The Young Scientists Project does not require full coverage of the guidelines, does not set up topics, and in principle no longer organizes budget assessments, and encourages young scientists to boldly explore more innovative and disruptive new methods and new paths to better serve the overall goals of the project accomplish.
3. Regarding the linkage between the Ministry and the Province. Some special tasks will be implemented in combination with the country's major strategic deployment and the major needs of regional industrial development, and will be implemented in the form of ministry-province linkage. Departments and localities will jointly condense needs, joint investment, and collaborative management. Local governments will issue special policies to undertake project results. During the implementation of the project Integration promotes the output and transformation of major scientific and technological achievements.
4. Regarding technology readiness level (TRL) management. Aiming at the relevant task directions with clear technical system and clear quantitative assessment indicators, the "14th Five-Year Plan" key research and development plan explores the implementation of technology readiness management. The application guidelines will clarify the requirements for technical readiness, and include technical readiness indicators in the subsequent review and approval of projects and evaluations, scientifically set "milestone" assessment nodes, strictly control the progress and risks of project implementation, and ensure high-quality output of results .
5. Specific reporting methods
1. Fill in the form online. All reporting units are requested to complete the online report through the National Science and Technology Management System. Professional institutions will use the application form filled out online as the basis for subsequent formal review and project review. All attachment materials required in the application materials shall be uploaded in electronic scanned copies.
The acceptance time for project declaration units to fill out the pre-declaration form online is: 8:00, June 20, 2023 to 16:00, July 24, 2023. For the declaration projects that enter the defense review process, the declaration unit shall fill in the formal declaration form as required and submit it through the National Science and Technology Management System. The specific time and relevant requirements will be notified separately.
The acceptance time for the directional project declaration unit to fill in the formal declaration form is: 8:00, June 20, 2023 to 16:00, July 24, 2023.
2. Organization recommendation. All recommending units are requested to confirm the recommended items one by one through the National Science and Technology Management System before 16:00 on July 27, 2023, and upload the recommendation letter with the official seal of the recommending unit as an electronic scanned copy.
