In order to promote the digital transformation and development of Putuo District in an all-round and high-quality manner, support the research and development and demonstration application of key technologies that play a major role in driving and supporting the city's digital transformation, build a digital innovation ecosystem, and strongly support the advanced technologies and excellent products of enterprises in the district to empower "Haina" In accordance with the "Implementation Opinions on Supporting the Development of Digital Transformation in Putuo District" (Puke Hejian [2022] No. 3) for the construction of a municipal-level digital transformation demonstration zone for small towns, the relevant matters concerning the special application for digital transformation in Putuo District are hereby notified as follows:
1. Application conditions
(1) Enterprises and institutions registered in Putuo with industrial and commercial taxation registration, independent legal person status, normal operating status, good credit records, and in line with the development orientation of regional digital transformation.
(2) The project declaration unit must be the builder and property owner of the project, and government investment projects are not supported. The project funds are first invested by the enterprise, separately accounted for, and earmarked for exclusive use.
(3) The execution period of the project declaration starts from January 1, 2022, and the project acceptance date does not exceed August 31, 2024 at the latest. (See Attachment 1 for details)
(4) The deadline for non-project applications is September 30, 2023. (See Attachment 1 for details)
2. Application process
(1) Acceptance time
In accordance with the principles of openness, fairness, and justice, the 2023 Putuo District Digital Transformation Special Application will be accepted for the whole region. The centralized acceptance time for written materials will be from March 20, 2023 to March 31, 2023.
(2) Acceptance place
Each applicant enterprise needs to deliver the paper version of the application materials (with official seal) to the investment promotion sub-center in the key area where the enterprise is located (the application materials will not be returned).

(3) Application materials
1. Apply for the credit commitment letter of the government special fund project (attachment 8 stamped and signed, and must be scanned into a PDF version of no larger than 1M, and uploaded to Credit Putuo using the legal person certificate).
2. 2023 Putuo District Digital Transformation Special Application Form (Appendix 2, 3, 4).
3. Project applicants need to log in to the Putuo channel of the All-in-One Office, select public services from the drop-down box, search for "Putuo District Supports Digital Transformation Development Special (Project Category) Application", click "Process Now" to complete the online report and submit relevant materials as required. The content of the online application materials submitted should be consistent with the content of the offline paper application materials.
4. Other relevant certification materials (refer to the requirements in Appendix 1 for specific materials, and provide them according to different application project categories).
(Remarks: All application materials should be printed on both sides of A4 paper, glued into volumes in order, signed by the legal representative or his authorized representative and affixed with the official seal of the unit and the seam seal, in one copy)
3. Audit and approval
Each investment promotion sub-center is responsible for accepting project applications, formal review and project recommendation; the District Science and Technology Commission is responsible for specific review, organizing expert review, acceptance assessment and special audit; and the WeChat official account to publicize; if there is no objection after the publicity, report to the district support special fund review team for scientific and technological innovation for review, make a support decision, and the district finance will implement the special fund allocation work according to the procedure.
4. Other matters
(1) In principle, the total amount of support funds such as various awards and subsidies enjoyed by the support objects in the region is limited to the regional contribution realized during the policy support period.
(2) Implement whole-process credit management of industrial special funds. Enterprises applying for the support of this policy will be subject to credit review, and those who have committed serious untrustworthy or illegal activities in the past three years will be disqualified from applying. Enterprises or institutions that have dishonest behavior in the process of enjoying support, if verified, shall report to the city or district public credit information service platform in accordance with relevant regulations. If the object of support has violated laws and regulations such as falsification and defrauding support funds, if it is verified, all support funds will be canceled immediately and the funds will be recovered, and relevant responsibilities will be investigated in accordance with the law.
(3) The Putuo District Science and Technology Commission has never entrusted any institution or individual to act as an agent for the declaration of special fund projects, and the project unit is requested to declare independently. The Putuo District Science and Technology Commission will strictly follow the relevant standards and procedures and will not charge any fees. If any organization or individual collects fees from the project applicant in the name of the staff of the Putuo District Science and Technology Commission, please report to the Putuo District Science and Technology Commission.
(4) Those who have applied for other district-level special fund projects should take the initiative to declare, and those who have not declared will not be accepted as repeated applications. The same project that has received financial support from the district shall not apply for funding again.
