Supporting Policies Declaration Guidelines", hereby notify the relevant matters of the 2022 Jiading District Special Fund for Enterprise Rescue (Digital Transformation Project) declaration work as follows:
1. Scope of application
Support enterprises in this area to promote innovative applications and R&D construction of deep integration of digital technology and industry around key industrial fields such as the "new four modernizations" of automobiles, smart sensors and the Internet of Things, high-performance medical equipment and precision medicine, and online new economy. The scope of support mainly includes:
1. Construction of digital infrastructure application demonstration projects. Support enterprises in this area to carry out demonstrations and applications based on digital infrastructure such as 5G, next-generation Internet, and Internet of Things in the fields of manufacturing, medical care, and transportation.
2. Support the construction of digitalization projects in the manufacturing industry. Support enterprises in this district to focus on the key links of industrial digitalization, accelerate the integration of intelligent modules, industrial software, and management systems, and promote the digital transformation of the entire chain of research and development, design, production, marketing, and distribution.
3. Support the construction of the Industrial Internet. Support enterprises in the district to use information technology to achieve digital and network upgrades in key links such as production and management, and encourage enterprises to integrate and implement standards for "two modernizations".
4. Support key technology research and development. Support key products such as core software, basic software, industrial software, and large-scale industry application software, as well as the research and development of technologies such as big data, digital twins, intelligent IoT, vehicle-road collaboration, and blockchain, and accelerate the advancement of basic theories, core algorithms, and processes, etc. R&D breakthroughs and iterative upgrades.
2. Reporting subject
1. The reporting unit must be registered and taxed in the district, conform to the industrial development orientation of the district, have a normal operating status, a sound financial system, and an independent legal person.
2. The reporting unit must have good social credit, no violations of laws and regulations in daily business activities, no major administrative punishment records within three years, and no credit blacklist at the municipal or district level.
3. Declaration requirements
1. The project declaration unit must be the project builder and property owner. Enterprises are encouraged to adopt the digital transformation solutions for enterprises in the district.
2. The declared project should be in the stage of completion or trial operation, the date of signing the technical contract should not be earlier than January 1, 2022, and the project implementation cycle should not exceed one year in principle.
4. Application materials
1. Application form for special fund projects;
2. Projects with a fixed investment of more than 5 million yuan must provide project filing documents;
3. Project financial final accounts and special audit report issued by an accounting firm;
4. Provide the credit report of the corporate legal person inquired on the Shanghai public credit information service platform (you can inquire on the Shanghai Chengxin website through the legal person Yizhaotong);
5. Other materials that can assist in explaining the project situation;
6. Letter of commitment to authenticity.
5. Support methods and standards
1. This project adopts the method of declaration first and subsidy later.
2. After review, a number of key industry digital transformation benchmarking demonstration projects are identified, and 20% of the actual investment in the project (excluding production equipment and other investment) will be subsidized, with a maximum of 2 million yuan for a single project.
3. If the same project of the applicant unit has received support from other industrial policies of the district or town, it shall be implemented in accordance with the principle of "no repetition from high level, no repetition of individual items".
6. Application method
1. This project declaration adopts the online declaration method. The applicant needs to log in to the Jiading District Industrial Policy Support Information Management System, select "Jiading District Assistance for Enterprise Rescue (Digital Transformation Project) Support", refer to the relevant items in the project declaration template, and online Fill in the project information, and submit and upload relevant attachments as required.
2. Online submission and uploading of the electronic version of attachment materials must be in PDF format, and a single file should not exceed 10M, and multiple files can be submitted.
3. After the reporting unit completes the online declaration, please print the project declaration form online, sort out all the uploaded materials in order, use A4 paper for double-sided printing, affix the official seal of the unit and the seam seal, and bind it into a book by glue binding.
4. The application project needs to go through the online preliminary review of the street or town where it is located. After the paper materials are confirmed and stamped by the street or town where they are located, they will be submitted in quadruplicate to the acceptance address of the paper materials. All application materials will not be returned.
